 These comments were written primarily for the benefit of the security 
area directors. Document editors and WG chairs should treat these

This document defines the URN namespace identifier for the entertainment industry's registered identifiers for audiovisual works. As such, it only specifies the syntax of these identifiers and the Sec Cons sections looks adequate to me.
