This is for tool tracking purpose to repost the early review of draft-ietf-dhc-option-guidelines-14 in October.

The document is not perfect editorially -- some repetitiousness, but no
point trying to rewrite it at this stage -- but has a lot of good
information. It should move forward.

A couple of specific typos:

Sec. 19, para 4 first line: "cannot not" -> "cannot"

Sec. 22, para 1 second line: "exist" -> "existing"
