Seriously, in the case for instance of the DHC working group, there ha= ve been conference calls that were announced properly, and for which I *thi= nk* there are minutes, but it's possible that someone dropped the ball some= where.   I think a carrot/stick approach here is more appropriate than a firing squad.

It took a couple weeks to get my email addresses and passwords fixed so that I could upload materials - apparently there is/was more than one ACL for access to the IETF pages and I was still able to access some of the pages with an old email address and password, but not the page with the new tool. I got busy with other things while waiting for this to get fixed (my co-chair had a similar problem), so just missed getting all the materials uploaded. Also, prior to the availability of the tool, there have been cases where I have sent the minutes and other materials, but the secretariat did not seem to receive them. IMHO, I don't think it's fair to penalize the WG - if the chairs aren't doing their jobs, then the ADs should fire them. Regards, Mary. I suggest not distinguishing between interim from regular meetings. Minutes are minutes. Requirements are requirements. 2. Posting of minutes, in a timely manner, is essential to our process, as others have noted. 3. ADs need to press the chairs and the working group to perform those required actions in the required timely manner. 4. Failure to perform required functions does require remedial action, performed publicly with the working group. 5. If the chairs can't do their job, there are well-established remedies to that. If, however, the real problem lies with the working group, we have other well-established remedies to that problem, too. Take the appropriate action, according to the nature of the actual problem. Are you suggesting we do no virtual work (e.g. send mail to lists) between f2f sessions and the time the minutes are posted? Are you suggesting that it not be allowed to start to arrange an interim meeting at a f2f session because the minutes hadn't yet been posted? Either would be Just Wrong and Would Amount to Meaningless Bureaucracy IMO. There could be cases of WGs where getting the minutes out and corrected before scheduling a virtual might make a difference. I'd say that's not the norm though. In any case you've jumped the gun here. If those minutes are still missing Monday then your mail might be justifiable. IMO, if WG = participants can't follow what happened at the f2f meeting that = necessitates a virtual interim, they can't decide whether or not to wait = for the virtual interim or, instead, just try to get the needed = discussion happening on the list instead. The communication that happens at f2f meetings with remote participants, = and virtual interims will all remote participants, has a different = quality than that which happens on mailing lists. The minutes of those = meetings is the primary way to tie the two together. My co-chair and I have been working on the minutes and we should be able to get them uploaded today. I made sure that anyone (e.g., document authors) that might have wanted the details has the detailed minutes from the meeting from which the chairs derive the official meeting minutes. Personally, I'd rather have minutes a bit later if the chairs take the time to add summaries, lists of action items, etc. rather than just dumping the raw notes, which is what some WGs do (or have done in the past). I think your mileage will vary here and chairs should do right thing so long as they meet the specified due-dates. That's shown to a degree by the fact that your argument has to be conditional. ("...if WG participants...") Where all the relevant folks know what's up then there's no big deal. In other cases it could be a big deal, as I said before. Maybe someone ought survey remote participants in the relevant WG about all this to see whether or not that condition applies:-) And of course the deadline is (still) in the future... The problem being that I don't know of an automated validator. I am not the first document shepherd to have this problem, so I am inquiring if there is a known, reliable way to validate XML schemas within I-Ds.
